 Phil has been involved with condominium and cooperative property management for the past fifteen years. He has served as president and trustee of condominium associations as well, and therefore, has a strong understanding of "both sides" of the management partnership.
Phil has been directly involved in the management of a variety of property types and has planned and implemented many major capital improvement campaigns for siding, roofing, septic and sewage treatment plant projects, several costing well in excess of $1 million.
Recently, Phil was the driving force behind Massachusetts Department of Environmental Planning's (DEP) granting of the first-ever extension under the River Embankment Act, allowing a large condominium association a two-year period to meet their Title V requirements. This extension proved invaluable to the association, from both a financial and planning perspective, as they prepared to build a $2.5 million waste water treament plant. All project management, including planning, budgeting and supervision of engineering, was handled by Phil with assistance from The Dartmouth Group's technical and administrative support staff.
Phil is responsible for directing one of The Dartmouth Group's Property Management Teams comprised of five portfolio and property management professionals and the company's Metro West Maintenance Division.
Phil is a graduate of the Massachusetts N.C.O. Academy, and is a Northeastern University Alum. He has obtained his AMS and CMCA designations and is working to fulfill his PCAM requirements. Phil has been an active member and past chairman of the Managers Committee of the Community Association Instititute of New England. In 2000, Phil earned the distinction of CAI-NE's Manager of the Year award.
